Cecil H. Underwood
Cecil H. Underwood, a high school teacher who went on to become both the
youngest and later the oldest governor of West Virginia, died Nov.
24, 2008.
He was 86. The office of the governor, Joe Manchin
III, confirmed the death, at Charleston Area Medical Center. The cause was not available. Mr.
Underwood became West Virginia’s youngest governor when he won his
first term in 1956 at the age of 34. He won his second term 40 years later on
his 74th birthday. Mr. Underwood entered politics at the age of 22, when he
successfully ran as a Republican for the state House of Delegates representing Tyler County. After serving six terms in the
House, he won his first four-year term as governor. He was unable to run
for re-election because of a limit in the state Constitution. Mr.
Underwood was drafted to run for governor in 1996, and defeated Charlotte Pritt, a Democrat, carrying 38 of the state’s 55 counties.
In 2000, Mr. Underwood tried to win another four-year term, but lost to Bob Wise, a Democrat. Mr.
Underwood held a number of jobs between his terms as governor, including
serving as president of Bethany College. He also held positions at the
Island Creek Coal Company, the Monsanto Corporation and the New York Life
Insurance Company. Born in 1922 in Josephs Mills, Mr. Underwood graduated from Salem College in 1943 and earned a master’s
degree from West Virginia University
in 1952. A high school teacher from 1943 to 1946, Mr. Underwood joined the
staff of Marietta College in Ohio in 1946. He went to Salem in 1950 as vice president, a post
he held until being elected governor. His wife, Hovah,
died in 2004. He is survived by a son, Craig; two daughters, Cecilia and
Sharon; and five grandchildren.

Underwood, 69, of St. Marys died July
28, 2005,
at Camden-Clark Memorial Hospital. He was born Dec. 14,
1935, in
St. Marys, a son of the late Clarence Wells and Rella Kester Underwood. He was a
member of the Calvary Baptist Church, St. Marys,
and had worked various jobs in the Wyandotte, Mich., area. He was a 1955 graduate of St. Marys High School and was a U.S. Navy Veteran of the
Korean conflict. He is survived by one
sister, Pauline Hands of St. Marys; one niece, Peggy
Malone and her husband, Lewis, of St. Marys; two
nephews, Jim Underwood and Paul Underwood, both of Sistersville; and three
great-nieces. In addition to his
parents, he was preceded in death by one sister, Naomi Gorrell;
and three brothers, Calvin Coolidge Underwood, Clarence Laird Underwood and
James Sterling Underwood.
Services
will be 2 p.m. Sunday at the Ingram Funeral Home, St. Marys,
with Pastor Mike Reynolds officiating. Burial will be in the Shirley United Methodist Church Cemetery, Shirley, Tyler County. Calling hours will be 2-4 and 6-9 p.m. Saturday at the funeral home.
